After that time, any patches can be considered short-term repair. Damage will happen more frequently, causing you to spend more money. The unwritten rule should be “replace for long-term”, and “resurface for short term”. If the structural integrity of your driveway is in good condition, you may not have to replace, and patching becomes a better option.
